The answer is that if you install it locally in your conputer :
1.You can use and practice wordpress in your local host without buying domain or hosting.Totally for free.
2.You can edit or cutomize your website even if you don’t have internet access.
3.Only you will be able to see the website as it is in your computer so you can edit it however you want.
4.You can launch your website on internet from your local host whenever you want.
